Safety around dogs

In the news lately there have been lots of cases where young children have been attacked by dogs. The most recent case was of a young girl out on her bike near her grandma's house. Her grandma was watching from her house when her granddaughter was attacked by a loose rotwieler. Bulldogs are now illegal in England, and attacks from those were very common. The question is how do you stop this from happening? Any dog could attack someone but how do you stop them from doing it? After asking around, these were the answers people gave me: Keep the dog on a lead. (This could work, but what if the owner let the child stroke the dog and it attacked then? Would the owner be able to pull it back?) Train the dog. (If the dog was well trained it could be under better controll, but dogs are meat eaters and have strong instincts.) Avoid children.( Yes, but would you really be able to avoid children all the time in the street?) I personally love dogs and don't have anything against them, but this one really has me thinking. What do you think?

When I was at primary school, my sister and brother were with my grandad on their way to pick me up from school, when suddenly a dog ripped the bottom of his trouser leg off (knee to toe)! Just scraped his leg, my sister was from then scared of all dogs (she has grown out her fear now).

they could also have a park esspecially for dogs not people well obviously the owners will be allowed on it at their own risk

The park for dogs is a great idea! I do love dogs but what happened to your grandad shouldn't have.
